The Former President's Progressive Warning Overlooks The Continent's True Threat: Economic Decline.

Donald Trump's national security strategy presents a flawed view of Europe. It claims that unrestrained immigration and what it terms "progressive" policies represent an existential risk to European civilization. However, this argument rests on a serious misreading of the situation. The true danger confronting Europe is not cultural but technological and economic backwardness.

A Glaring Growth Gap Separating the US and Europe

Statistics paint a stark picture. Between 2008 and 2023, US GDP surged by 87%, compared to a mere 13.5% increase for the European Union. During this time, EU GDP per capita fell from 76.5% to just 50% of the American figure. Remarkably, even Mississippi now has a higher per capita income than major EU nations like Italy and France.

Currently, about 50% of the global 50 largest technology firms are US-based, while only four are from Europe.

The Technological Shortfall: The Core Problem

The growing disparity is driven by superior efficiency gains in the United States, fueled by breakthroughs and better use of resources. The landscape of global tech leadership is decidedly US-centric. In the last fifty years, hundreds of American startups have scaled into companies valued at more than ten billion dollars, compared with just 14 in Europe.

This disparity prompts a pressing question: As the competition for future industries like semiconductors, AI, and quantum computing, where does Europe stand? Experts widely agree it is essentially a contest between two between the United States and China, with European nations starting at a clear disadvantage.

Root Causes of Europe's Technological Lag

A number of key factors account for this technological divide.

  • Venture Capital: The United States has a far deeper and more dynamic system for financing new ventures. Europe still lacks a genuine unified investment market, a factor that limits the growth potential of emerging companies.
  • Bureaucratic Hurdles: Complex and divided rules hamper European business. A US startup can launch a service under a single regulatory framework to access a consumer base of over 330 million. The European Union, despite a bigger population size, is split among twenty-seven different national systems, creating significant internal barriers.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In some EU nations, a startup's collapse was historically viewed with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The US benefits from a deeply integrated innovation pipeline linking defense and academia. The continent's long-term lack of spending in defense has eroded its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

In spite of these hurdles, there are causes for optimism. European leaders are increasingly aware of the existential challenge and have begun to propose substantial change. Key analyses on European competitiveness and the single market point to the need for major changes.

Given appropriate policies and rule changes, these assets might enable much higher levels of commercial innovation.

The continent still possesses significant strengths: high-quality human capital, excellent schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these elements have the potential to unleash a new wave of investment and entrepreneurship.

Importantly, even if the EU does not take the lead in creating next-generation tech, it can still dramatically boost productivity by implementing and tailoring advancements from other regions.

A Critical Juncture

The European Union now stands at a decisive moment. To paraphrase a famous line, economic erosion often happens "gradually and then suddenly". To date, Europe's technological decline has been gradual. But, without decisive action to address its structural weaknesses, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
